Emerging Technology Services (ETS) Ltd provides specialist and independent services, utilising our rich depth of experience and expertise within the identification and biometric field.
Formed in the 1990’s by Managing Director Bill Perry, ETS provides a range of services built around a highly respected and successful biometric technology consultancy. ETS services relate to the use of biometrics and other technology in identification, information and physical security solutions, from small to large-scale applications. We have many clients in the public sector. The services offered by ETS include: independent biometric and identification consultancy, requirements analysis, training, installation, user enrolment, project management, full service support and technology refresh.

ETS is technology and vendor-independent, giving customers the satisfaction that any solution or system recommended by us is focussed on your business and individual user requirements and not a need to ‘sell’ specific technology.
In addition to working with smaller-scale applications, ETS has unique knowledge and experience within large-scale biometric system trials and implementations. For example, recent work for ETS relating to public sector organisations includes:
- UK Immigration and Nationality Directorate (IND) - providing ongoing support to the Immigration Biometrics Identification (IBI) Programme and other significant biometrics projects. Undertook a study defining a strategic framework for the planning, development and implementation of biometric technologies across the business, focussing on fingerprint, iris and facial biometrics. Also providing PKI expertise.
- Identity and Passport Service (IPS) - currently providing project management and biometrics technical expertise on the ePassport, Biometric Matching and Facial Recognition Projects. Also providing PKI expertise on the e-Passport Project
- Foreign and Commonwealth Office (FCO) - providing expert advice regarding the use of biometrics and other technologies within FCO projects
- UK Maritime Coastguard Agency - provided expert advice regarding the biometric enabled Seafarers Identity Card
- Police Information Technology Organisation (PITO) - provided expert consultancy support to report on a "Gold Standard" for fingerprint capture, and to define and evaluate the options for deploying FIND (Facial Images National Database). Our consultants have many years of experience with NAFIS (National Automated Fingerprint Identification System). Provided project management and technical lead on development of the PITO ‘Identification Roadmap’
- HM Prison Service - provided advice on inmate controls
- UKvisas - Provided the biometric technical input to the UKvisas Biometric Feasability Study
ETS plays an active role in the International Association for Biometrics (iAfB) and a number of other leading biometric organistions.
