Bill Perry
Bill Perry is recognised as an expert in the biometrics industry, which he has been a part of for the past twenty years. The first ten of these was spent with First National Bank of South Africa (FNB and its subsidiaries), the next six with Barclays Bank PLC and the most recent at Emerging Technology Services Ltd.

It is this breadth of knowledge, combined with business and technical acumen accumulated over the years that places Bill in a unique position in this exciting emerging market. One of the highlights of his career is the implementation of the world's first mobile biometric based system. This system (fundamentally unchanged) remains operational today, managing payment of pensions to upwards of three million persons per month under challenging environmental conditions.
Throughout his history in biometrics, Bill has enjoyed the following roles and responsibilities: Developer, Development Manager, Technical Strategist, R&D Manager, Independent Consultant, Systems Integrator and End User.
Bill has featured on television and radio on numerous occasions, on programs including "Tomorrow's World" and is regularly asked to present at International conferences on the topics of biometrics, security/ risk and technology evaluations. Bill is an active member on a number of UK government led initiatives including the 'Biometric Experts Group' and 'Biometrics Working Group'.
Richard Garner
Richard Garner is a qualified expert in the field of human identification, with a unique range of experience in biometric identification and large-scale biometric system implementations during the last 17 years.
Coming from an IT background, Richard spent eight years as a Metropolitan Police Fingerprint Expert and Forensic Crime Scene Investigator, working extensively on the development and management of fingerprint technology used by the Fingerprint Department at New Scotland Yard. In 1998, he took up a post with Northrop Grumman (then TRW Systems) and played a major role in the implementation of NAFIS (the National Automated Fingerprint Identification System). Richard led in the development and delivery of the highly successful police Livescan service and went on to widen his expertise in the biometric identification field, becoming Biometric Development Manager (Europe) for Northrop Grumman Corporation in 2001. Richard moved to the role of consultant in 2004 and has worked closely with ETS since then.
With a broad range of experience in biometric consultancy, system engineering, research and development, project management, system management, benchmark testing, training, integration and implementation he has many years practical experience of delivering ‘real’ biometric systems that has led to an in depth appreciation of operational and other areas associated with the implementation of biometrics (e.g. biometric strategy, user requirements, limitations and exception handling, training and user issues, interoperabilty, etc). Richard has authored biometric reports, strategy documents, system requirements and other technical documentation, produced training material and has been involved with the development and deployment of various international biometric standards, especially those related to fingerprints and facial recognition.
Richard plays a key role in the main UK public sector biometric initiatives, is a member of the cross Governmental 'Biometric Experts Group' and 'Biometric Working Group'. He is a Fellow of the Fingerprint Society.
Mike Franklin
Mike Franklin has spent many years in the IT/biometric industry. He worked for a number of years as a technical consultant within SEMA group in the domain of server technology/security. His activities there included working for IND as technical consultant on the Biometric IAFS asylum fingerprint system, implementing the Eurodac solution, DubliNet system, the IAFS Disaster Recovery and multiple integration projects.
Mike was involved in architecting the solution for the Australian Immigration biometrics trials using finger, face and iris biometrics to test their use and accuracy in preventing multiple applications and fraud. He was also business liaison and lead biometric consultant for one of the EU-VIS consortia.
Mike moved from Daon to ETS in 2005 and now works as a technical consultant in a number of key biometric programmes. His key skills include: Biometric business solutions and technical application (specifically biometric system interoperability), IT/biometric security and government security standards, Technical/business consultancy and Project Management.
Gerry Gardner
Gerry spent over 20 years in the general IT industry, working in a number of customer facing and senior management roles for a major computer manufacturer. He moved into the biometrics industry in 1992.
Following six years with biometric system manufacturers, including over four years as Managing Director of the European subsidiary of an American biometric company, he moved to the role of consultant specialising in biometric systems. He was worked closely with ETS for a number of years.
Gerry is currently consultant to two EC countries, advising on requirement specification, evaluation and installation of large biometric systems for asylum and immigration applications. He has also carried a number of other assignments with customers including the European Community and several international companies.
Gerry is an Associate Member of the Institute of Electrical Engineers.
Peter Parker
Peter has 20 years experience of the specification, development and implementation of IT and communications systems in diverse and globally distributed environments. Detailed knowledge of IT implementation in Public Sector (procurement and security constraints, cross-department working, and overarching political strategies), he has specific experience of biometric and PKI technology in relation to travel documents.
Peter played a key role in the development of the FCO biometric passport system in response to challenging political deadlines and addressing the particular issues associated with global deployment in a secure environment. He covered both technical and project manager roles at different stages and represented the FCO at national and international working forums throughout. Subsequently went on to widen his expertise in the biometric identification field, through involvement in the biometric visa project and wider government initiatives.
Pragmatic and practical with the ability to provide the communication interface between technical teams and business leaders, he is a certified PRINCE2 and MSP practitioner. Peter joined ETS as a principal consultant in 2006.
Currently, most of his time is spent working within biometric programmes of the Foreign and Commonwealth Office (FCO), UKvisas and Home Office.
Peter Wales
Before joining ETS in May 2007, Peter Wales spent the majority of his career in the public sector where he has undertaken a number of high profile roles within HM Treasury, and the Immigration and Nationality Directorate (now known as the Border and Immigration Agency). During this period Peter has worked on some high profile projects and worked very closely with Ministers and other senior officials. Whilst at HM Treasury he was Diary Secretary to Peter Lilley MP, the Economic Secretary to the Treasury. Peter also worked in the Chancellor’s Economic Briefing and Budget Unit.
In January 1996 Peter moved to the Immigration and Nationality Directorate. He spent 3 years as an operational Immigration Inspector at Gatwick Airport, before beginning to specialise in project and programme management in mid 1999. Peter is now a fully qualified APM Group PRINCE2 and MSP (Managing Successful Programmes) Practitioner. Peter has considerable experience in delivering high profile IT, accommodation, and business process re-engineering projects. This includes business case development, benefits mapping, stakeholder liaison, contract negotiations, service delivery and risk/issue management.
In July 2003 Peter took on the role of Deputy Programme Manager for the Immigration and Asylum Fingerprint System (IAFS), where he was responsible for supplier management, business continuity and DR. Over the past 3 years Peter has successfully project managed a number of high profile IAFS projects using the latest biometric technology. He also played a leading role in commercial negotiations with the supplier for the continued support and maintenance of the system under a new contract, ensuring that new contractual arrangements delivered a multi-million pound saving for the Immigration and Nationality Directorate.
Bob Carter
Bob Carter joined ETS as an Associate Consultant to concentrate on work within his specific areas of expertise.
Bob held several managerial positions across the UK within Midland Bank, before moving to Head Office where Bob became involved with cryptography, card payment systems, ‘smart cards’ and biometrics. He was later appointed Head of Research and Development for Midland Bank, during which period Bob devised and created the SWITCH Card Scheme.
Bob left Midland Bank in 1991 to form a successful plastic card fraud prevention service that is still used by UK Banks and major retailers. Following work on several European Commission projects dealing with cryptography and key management issues, Bob obtained company funding to design, build and create a Certification Authority that issued digital certificates as an outsourcing service. After successfully completing the development of the business it was purchased by De La Rue Limited and Bob was appointed to the De La Rue Group R & D division, with particular responsibilities for Biometrics and Digital Security.
Bob has represented the UK as Principle Expert on the ISO JTC1 SC17 WG11 Committee dealing with Biometric applications to cards and personal identification. He is currently Chairman of BSI IST 44, the UK Shadow Group for the ISO JTC 1 SC37 Biometric Committee and represented the UK as Principle Expert and Leader of the UK Delegation at SC37 meetings. Bob has also worked as Convenor of the Special Group ISO JTC 1 SC37 Biometric Testing and Reporting.
